I think walmart has used th is loophole since the late 80's. State governments are just figuring this out? I would guess that is why all of walmart's warehouses are registered as North Arkansas Wholesale? So they can but freight from themselves too? Those hayseeds have one of their holes in every loop so to say. Corporate model.....oh yeah.
