Ex-Marysville teacher admits to kissing student

First of all, what the teacher did was wrong and he should be punished. However, the Lima paper only picked up part of the story. Some key facts from the Marysville paper:
1)The student initiated contact.
2)The teacher self-reported the incident
3)There were no charges.
4)He was Teacher of the Year in his field for the State of Ohio
5)A quote from the Marysville superintendant "He was an outstanding teacher", and "He had no disciplinary problems in the district until his resignation".
6)He resigned the day after reporting.
7)The girls parents did not want to file charges.
Again, I do not condone the teacher's actions, and what he did was wrong, and he should have been punished, but to never be allowed to teach again I feel is extreme in this case.

BUT was the tongue used in this hanis attack?
