zhou zhenglong has to face judicial punishment. but involved governmental officials were exempt from judicial commitment.

in china, Laws are enforced more on ordinary people than governmental officials.

that is the current judicial situation in china.
we can barely see a sound judicial system in the next few decades to come.
we have to be careful enough to protect ourselves from any feasible harm, because the LAW often slides off the track to money when needed.
money talks here.

You need to first learn what judicial means. The official in this case, even if they knew the picture was fake, their action does not constitute any judicial wrongdoing. At most they are negligent, which can only incur administrative penalty. And the action of taking advantage of the picture to promote tourism is so non-consequential to even warrant is issue of any administrative punishment.

"it shows that our government officials lack a basic sense of honesty"---very true, and a good illustration of how the Chinese Communist Party has destroyed civil society in China (and quite intentionally in order to create an absolute dependence on them). So sad for China, and the true barrier to progress.

LOL, let me introduce you to Clinton who almost got impeached for lying under oath, and let's not forget the Bush administration who lie to the world in justifying their war of aggression. Honesty doesn't exist in politics.

A few isolated examples of lies which have been publicly exposed, and where the individuals and their parties have been forced to face the consequences, are not the same thing as an entire system based on blatant lies from the constitution on down, and where public disclosure of the truth is prevented even by force in order to protect the liars, and their party, from having to face any consequences for their lies.

The former takes place in a system where lies are exposed and discouraged, the latter in a system that encourages and rewards deceit.

Apples and Oranges.

The entire system of election politics is a based on blatant lies where the candidate makes empty promises to the voter in order to garner votes. Has any candidate fulfill 100% of their promise? Not one.

The whole election process encourages lying, and voters like you are consenting lying. And look what we have as Obama is backing away from his promise before he is even elected. Like I said before, election is merely a mass entertainment to keep the population occupied. It achieves nothing for the nation, and it costs billions.

Look at the system in China; where lies are cynically used daily, from the constitution on down.
In the West, lies are the exception; in China lies are the rule.

Nonsense. Rewards in China are based on the degree of loyalty to the dictatorship, not merit.

Lies are the rule in China; and your level of devotion to the lies and the liars, are what will get you rewards.

If China is so bad, why is the reality not agreeing with you? Why are the foreign investors so stupid to send in more and more FDI (foreign direct investment) to China year after year. Why are more and more foreigners flocking to China to find jobs?

If the reward system is so bad in China, why is China not led by stupid people like Bush? Instead China has some of the world most capable leaders who led China to prosperity.

If lies are the rules in China, why weren't people like you who lie all day able to get ahead while you were in China.

What lies did you tell to get your wife to marry you?
