Are you experiencing teacher burnout? Seems like it. I have seen this behavior before where an instructor views every student as a potential litigant against them. Western societies are very litigious, true, but social pressures that interfere with education is old hat stuff. For many decades it was uncool for blacks to aspire to a good education. Peer pressure would shove every young black person into pursuing either Rap or basketball stardom. There are derogatory terms like "geek" or "egghead" that have been in Western lexicon for nearly a century. What you are encountering is nothing new. But there will always be those gem students that will inspire the most sleepy of instructors to wake up and take note.

As long as the people get food, that's the main thing at the moment. Whatever it takes. But as far as influence, the amount of US aid is overwhelmingly larger, so it's hard to see a little bit of China aid being a huge effect. As long as the people keep getting food, while the big dogs argue, at least the people won't starve as badly.

North Korea! Sudan! But if that food, be it Chinese, Western or otherwise, can get into the right hands, a starving child doesn't assign it partisanship. I might hate the Monsanto Corporation but if their corporate guidance includes philanthropy that saves lives and/or ameliorates human suffering, I will stand back, bury my hatchet and let goodness flow. China's food efforts are purely political and economic but the feeding of an empty stomach is a good thing in it's own right.
