In an effort to promote boating safety and ensure that vessels are in compliance with Coast Guard regulations throughout Southeast Alaska, Coast Guard Sector Juneau units commenced their summer pulse operations in April.

So where were they. Their mandatory date was July 21. They didn't show even though they demanded that impacted people switch their lives around to be available for them.
