There's a good case to be made for commuter rail service between Eau Claire and Saint Paul, but it's not clear that that is enough to tip the balance toward that route for the first improved regional (Twin Cities - Chicago) rail line. Ridership and cost models rather than politics should decide the matter. Mayo Clinic service seems attractive but regular commuter service would probably generate more traffic. And at this point I'd guess that the river route is the least likely to be used.

An ultimate true high-speed rail route would not necessarily be placed along the initial improved rail line.

I assume it will be a one way train. I can't fathom anyone actually wanting to travel to Eau Claire.
