We think Stanley Felix made a terrible mistake by saying on live TV he was never arrested ever. This statement will definitely come back to bite him in coming weeks. A sealed conviction is not the same as having had no convictions. A man who has been to jail cannot say on national television and to the whole world that he has never been arrested or have ever been to jail, is as white as snow and as clean as Jesus Christ. He has just opened a can of worms by lying about his jail time! Rest assured, the truth about your conviction will be revealed, you have made a public statement which is false and it must be proved to be false.

To Rohan Roaks St Marthe, you and your compadres at the SLP have slandered the character of many persons without presenting facts. I have followed (though never contributed) to the Facebook account of elections 2011. With you and the moderators to this day cannot respect the views of others which are not aligned with "your core beliefs." Elections have come and gone, yet the rhetoric has remained unchanged. I beg that you take time to reflect that our actions have consequences; particularly when you have fueled untruths on your FB page without proof. Personally, prior to this incident with you on the internet, I have found you wanting. A sense of self grandiosity. I am not sure at what point you have become an expert to be deserving of such attention. One's Popularity should never be confused with credibility in all matters.

Why is the Voice news paper, A National Paper of Saint Lucia wasting time, money and personell to print such non worthy news article. If the Voice wants to lend its voice to the problems that Saint Lucians are having living in the US, let it being about Saint Lucians that are being trying hard to gain proper education, health care, and Permanent Residency in the USA. Mr.St.Marthe started a page on Face Book.."Saint Lucia's Election 2011" with all good intentions and there were thousands of participants of all political affiliations, non-political affiliations, and political persuasions, somewhere down the road Mr.St.Marthe lost focus of HIS creation and allowed it to become HIS tool together with his supporters to destroy and to dessimate the character of people who did not tow his line, in the process those people who did not tow Mr.Rohan's line and ideas and political beliefs were booted out of the room.Before I go on let me make it quite clear that since the forum that was created by Mr.St.Marthe, he took ownership of that forum, he was the one who chose his administrators, therefore he Mr.St.Marthe and his administrators are and should be HELD RESPONSIBLE for anything that was written in that forum because they had the tool to censure what was going on in that forum. Now back to the topic. I am very much perplexed as to why Mr.St.Marthe would call the Voice and share his grieviance with the news paper when he Mr.St.Marthe stated stated in his own words (a) that he will be going on a SCORCH EARTH POLICY to destroy members/supporters of the United Workers Party,(2) Mr.St. Marthe always claimed that he has been receiving e-mails from people allegedly threatening his life and when asked to post those e-mails to substantiate those cliams he NEVER DID,(3) Mr. St.Marthe used the forum to disparage our Head of State both politicaly and personally,(4) Mr.St.Marthe used his page to pointedly send out disparaging statement againts an individual referring to her as a drug mule trafficking drugs to the USA, Mr.St.Marthe with conversations with a female was determined to expose a female as an alleged prostitute because he knew how many males she has slept with....there is a litany of inappropriate things that Mr.St.Marthe usd HIS forum to target other people, things that were very vengeful, filled with bitterness, malice and hatred...My admonishment to Mr.St.Marthe is if as he claims that the elections is over and it is time to heal, time to rebuild our nation as ONE PEOPLE, is to please call the Voice and make an OPEN/PUBLIC APOLOGY to the lives of ALL THE individuals he has tarnished and destroyed.

Richard Frederick has every right to feel aggrieved for the unfair and unsubstantiated accustations and innuendos that continue to be thrown at him by the SLP and its supporters. If there ever was a need for the Prime Minister of Saint Lucia Hon. Dr. Kenny D. Anthony to exercise some leadership and make an “Obamaesque” speech, ala the one he made to the American people in the wake of the Rev. Jeremiah Wright controversy on race, it is now. The PM went to Jamaica and sang the praises of P. J. Patterson while making a pitch for Jamaica to get on board with acceptance of the CCJ, while he seemingly appears to be tone death about the sparks of political division and rancor brought about by the worst campaign of personal attacks we have witnessed in recent times that threatens to develop into a literal civil war. I would like the PM to address this untenable situation by asking SLP and UWP supporters to dial down the rancorous, divisive and defamatory rhetoric. I know he did a bit of that in his victory speech but most people were either in a celebratory or depressed mood to take notice or pay any attention to that plea. While the rejection of the proverbial Olive branch by Mr. King and the legal challenge to the results of the elections is partly to blame, we cannot discount the over exuberance of the “victors” who are not at all shy to gloat at the “losers” any chance they get. Of course politics, by its very nature is antagonistic, but what seemed to obtain in the last elections was an exercise in vilification and character assassination as political strategy. Granted the “material” was readily available on both sides of the political divide no one was immune and no one ever thought that perhaps they should hold back. They pulled out all the stops and now the genie has been let out of the bottle there is no telling what it will wrought but trust me it is a bad augury. One might argue that the PM will be asked to examine his hands during his attempt to usher in the national “time out” and his credibility questioned but he must not be cowed. By that likelihood that is his job and he should also ask the opposition, the church, and all the other social partners, and peace loving Saint Lucians of every political stripe to join him in the effort. It is my hope that we will all learn a lesson from this political campaign, to properly vet the individuals who offer themselves for political office, to stay away from the politics of character assassination and party tribalism and endeavor to get our politics right. Once we get the politics right then we will be on the way to building a more participatory democracy where good people will not be afraid to get into politics to serve the common good of all the people.

The people have a right to know the character of the person they elected. The US department of justice must investigate and prosecute the three liars pursuant to under Title18, United States Code, Section 1001, for lying to federal government agents. The US visas should be also revoked!" Unquote This could only have been written by a lawyer, someone who have had his visa revoked or Maybe, who knows, it could have been written by someone who wears both caps.

BARRACKS TO BOOST COUNTERNARCOTICS CAPABILITY ---------- 2.(C) On August 3 St. Lucia Prime Minister Kenny Anthony and Ambassador Kramer dedicated two USG-provided facilities in St. Lucia. With SOUTHCOM funding of USD 1.2 million, the U.S. Army Corps of Engineers and reservists had constructed a combined barracks for St. Lucia Special Forces and Maritime units at Vieux Fort. The facility is strategically located at the southern tip of St. Lucia (also within the PM's home constituency). The modern barracks position the newly combined Special Forces and Maritime units to provide the region's first line of defense against mainland South American drug traffickers as neighbors Grenada and St. Vincent and the Grenadines are unable to offer any significant deterrent.

HEADQUARTERS FOR DISASTER MANAGERS ---------- 3.(SBU) SOUTHCOM also funded construction of a headquarters building and warehouse for St. Lucia's National Emergency Management Organization (NEMO) in Vigie, near the capital, Castries. The dedication of the NEMO building at which the Ambassador and PM Anthony officiated served primarily to assemble and recognize the many community disaster relief volunteers from around the island on whom the organization depends. PM Anthony was in full campaign mode for both dedication ceremonies; his remarks were flattering and appreciative of U.S. contributions. Both events were fully covered by local media. ---------- BILATERAL BLUES ---------- 4.(U) PM Anthony hosted Ambassador Kramer at an informal luncheon on August 3 between the dedication ceremonies for the two U.S.-funded construction projects. The Prime Minister's Cabinet Secretary and Deputy Director of NEMO, Dr. James Fletcher, Minister of Tourism Phillip J. Pierre, Embassy MLO Aboagye, and PAO O'Reagan were also present. 5.(C) As PM Anthony appeared to have no planned agenda for the session, Ambassador Kramer made clear that the facilities inaugurated that day were provided with the understanding that St. Lucia would sign an Article 98 Agreement; it had not yet done so. In order for the USG to be able to offer emergency security assistance during the upcoming 2007 Cricket World Cup (CWC) events, it was also important for St. Lucia to sign a Caribbean Regional Maritime Agreement (CRMA) and renew its Status of Forces Agreement (SOFA). 6.(C) The Ambassador also noted the recurring difficulty of USG officials in reaching the PM and senior members of his administration or in having calls returned. She explained that this lack of responsiveness has delayed the Article 98 process and other security cooperation efforts. 7.(C) PM Anthony professed surprise that there had been any delay in the Article 98 process, claimed ignorance of any messages from American officials that had not been answered, and generally directed responsibility for any difficulties in the bilateral relationship to others. He sloughed off his government's inaction on signing the Article 98 Agreement by saying that he thought it "had been taken care of."

PRINCIPLED STANDS" VS. INTERNATIONAL ENGAGEMENT ---------- 8.(C) Comfortably shifting back into his former professorial role, PM Anthony lectured the American delegation on the perils of globalization, providing a critique on the U.S. role in global affairs. He disapprovingly discussed the USG response to the recent Middle East hostilities and subsequently explained CARICOM members' support of Venezuela over Guatemala for the UN Security Council seat as the action of small countries that were "vulnerable." (Comment: Presumably to the danger of displeasing petroleum-rich Venezuela. End Comment.) He made no reference to banana-related resentment of Guatemala as he had in an earlier exchange (Ref C). 9.(C) Ambassador Kramer challenged the PM's assertion that the CARICOM countries were taking a "principled stand" on the UNSC election or other international issues on which Anthony held forth. She suggested that countries that wish to be considered seriously in the international arena should consider the long-term, global consequences of such decisions. The Ambassador further recommended that the CARICOM states could play a much greater role in world affairs by contributing to international peacekeeping efforts in Haiti, for example, or as part of the "coalition of the willing" to provide security support for addressing conflicts in other parts of the world.

COMMENT ------- 10.(C) Despite the positive mood of the day's events, post considers PM Anthony an unreliable partner whose commitment to security responsibilities consists of self-congratulation and cosmetic solutions such as replacing local police commanders with British police officers (Ref A), without insuring the logistical or political support the law enforcement personnel need. Post's interagency Law Enforcement Working Group believes that St. Lucia's security forces are actually one of the better performing groups in the eastern Caribbean. The forces' effectiveness could benefit, however, from the replacement of several individuals in leadership positions. The Prime Minister has not seen fit to make those changes. 11.(C) As in the matter of the delayed Article 98 signature, PM Anthony refuses to take responsibility for realizing security commitments while declining to delegate or relinquish the authority needed to meet them. In observing his interaction with his own citizenry throughout the day, Ambassador Kramer concluded that PM Anthony is not interested in acting locally or leading globally; his sole focus seems to be on maintaining his position rather than providing a vision for St. Lucia's future.
