Teen goes missing in effort to save boy, 11

A 16-year-old boy remained missing Sunday after he apparently went into the ocean a day earlier to try to rescue an 11-year-old struggling in the heavy surf at Gleneden Beach , authorities said. via KATU-TV Portland

Why are kids that young allowed to go out into such rough waters????? I think it's a sad story but if you don't want to die, don't go surfing or swimming in heavy surf. Or am I not understanding this story correctly??

It's not so much that they are "allowed to swim" in this water. It is more likely that they were wading and taken by surprise by a sneaker wave.
