How come they took 55 grand for land worth triple that? Was the fix in?

Just curious about some of these parcels. Several are landlocked and not sure why they were auctioned.....if anyone knows?

I realize it is common practice lately for municipalities to auction off real estate, but does anyone know or have a theory why the properties can't be listed at a closer to competitive value?
