Surecharge for tobacco users

What does everyone think of a $30-a-month "tobacco user monthly premium surecharge" for those who buy tobacco products? This fee will help fund part of the new health care program. Each user who buys tobacco products must obtain a federaly issued card each year and each month pay the $30 fee.
