Every state should have a law that every open cargo vehicle,trailer or pickup truck be required to have a mesh netting to prevent litter from blowing out of the vehicle when moving.Some people who do not throw trash still dispose of cigarette butts on the roadways and parking lots.Cigarette butts are litter also.
