The heavy handed Warren County Emergency Services Board has decreed that almost every street or road address in the County must be changed to a five digit number to conform to their 911 plan. If you have extensive mailing lists or databases (as I do), that is apparently just your tough luck. You won't see the residents of Saint Charles or Saint Louis Counties being forced to change their four and fewer digit street addresses to accommodate their 911 services.
