What a dangerous thing for a Coast Guard officer to say. "It is definitely not an oil product of any kind," Hasenauer said, "It has no characteristics of an oil or a hazardous substance, for that matter".

Anyone who has ever dealt with Hazardous materials knows that you cannot tell by the feel, smell, or sight of something to determine if its hazardous.

He didn't put a lot of thought into what he said.
