Many folks do enjoy nightlife and having well paying jobs. Utica is a decent place to retire to if you don't need to work and don't mind the bad winters. On the other hand, if you are young and enjoy the things that are available in better places, Utica is akin to living in Hell. Life in Utica is generally very boring with few choices and opportunities.

It's human nature to want something for nothing, not saying it's right, just saying it happens. There needs to be stricter laws in place and regular inspections of people on government programs. Why would you want to go to work for a living when you're already getting it for nothing, where's the incentive??
