I have no right to a publicly stated opinion on this story/issue, as I'm not a City of Erie Resident --- even though my Mrs. owns property in the City.

Ratified December 15, 1791 I think I missed the part where it claims Erie City Council must entertain someone who resides in an area not included in Erie (City).

You are correct when you say "I missed it" It's called citizens to be heard on the council agenda. Everyone that works within the city limits no matter where they live pays an additional .18% earned income tax (EIT) and a local service tax (LST) of a $52.00. If you live in Warren, Meadville, Oil City, Grove City, Albion, Millcreek and your livelihood is derived from within the city limits you pay for that privilege. May I suggest that you and or your representative attend one or two council meetings each month? Use your protected right and speak for 5 minutes and ask that the definition of citizen be changed. If you feel the city is better off hearing from only residents then you should make the effort to change it for the betterment of all the residents of Erie. That would also exclude those from speaking that are employed by the city and live outside of Erie. Are the residents then required to own property or do renters qualify to speak? How about those that pay no income tax do they get to speak? Will there be an age limit of 18 and do you need to be registered to vote in order to speak? Do you have to be of the same party of the majority of council to get the full 5 minutes and the minortiy pary get 3? There is a lot to think about but I am sure you more than capable helping to make the much needed changes.

His point was that he felt that there was a conflict of interest. He made his point and then he continued to go to every city Council meeting and rant and rave like a jackass. If you live in the city, you are the ones that lost the day Joe resigned. This will be quite clear in time.

Now can anyone explain how this Joe S. character made Erie a much better place, by raising taxes and putting the mayor salary at double and putting Bonds out to fix roads so after the guy is gone, who is left after 15 years left will have to pay. Voting for a silly resolution against voter ID. Yea this guy was some loss.
