Wasting Tax Payer Dollars

San Francisco, CA

#1 Feb 17, 2011
Can someone please tell me why the county has to hire a consultant to help them decide on priorities for the budget? I cannot believe that Carmel Angelo continues to spend tax payers money needlessly when the county is going broke. She spent money remodeling her office and then claims she is trying to reduce costs and balance a budget while she is hiring a consultant to do what? She is wasting tax payer money and our time!. Basically she can't do her job that we hired her to do and pay her $150000 a year plus benefits? So she hires someone else to come in and do her job? Outrageous! Whats the matter Carmel? You need a man to come in and do your job for you? At least you are realizing that you are incompetent. It is unbelievable that the tax payers are paying to have someone guide them through an exercise and more blah blah blah high level nonsense (which is all Carmel is good at) on deciding on priorities that EVERYONE knows already. CUT SPENDING LIKE THIS....DUH! Eliminate excessive government spending, cut jobs and services if necessary. We dont need a consultant or charts to tell us that. This is common sense people!

carmel is only good at protecting her ass and those of IHSS etc from allegations of fraud, fraud that they allow clients to commit and then the social workers have to cover themselves by allowing it to happen..how? lying and altering paperwork for people hurt on workmans comp, sending out paperwork and then causing problems for the clients by sayin they dont "remember" sending out forms, budget hell they need to get rid of the losers that make up Adult Services in Ukiah.
Why , also, is Carmen such good friends with local growers and hangs out with them, discussing private county business ? Names? oh hell yeah we can start with that, but is Carmen ready to back up her shit when names start getting dropped???? Such as my ex husband who she hangs with, and actually talked about IHSS clients private cases and why certain people they know are being investigated or why a Social worker Sherry gives out hours just because she has known the client for years ...its all corrupt and no one answers to anything!!!!

I don't recall having an opportunity of voting to hire her I sure would have loved that opportunity being it's my tax dollars paying parts of her salary! How can we change this? Protest?? Surely someone out here can tell us how we can reverse the BOS decision on hiring her or voting her out!!??

Write letters to the board and go to board meetings and express your concerns in public comments. This is the only way to get your voice heard to get rid of the CEO. Start a campaign and write letters to the udj although kc meadows probably wont print any of them because she has a deal with Carmel Angelo not to print any negative articles. It is obvious!

Jackie don't lie! It only makes you look bad. K.C. printed the letter from Matt Finegan and others attacking the board of supervisors. Fact is, K. C. is happy to print anything negative about anyone. It is a laugh that you think K.C. is covering up for the County.

Jackie, this is really making you look bad. Instead of providing leadership to your union, all you can do is bash Carmel? Get a grip. You have probably already guaranteed that your union will be taking a 20% cut instead of the 10% everyone else has gotten.

I believe the comment above stated that no articles about the CEO get published that are negative by the ukiah daily journal. You are another county Moran!

I agree. Get rid of the dyke. She is wasting tax payer money and is stupid. She doesn't know what she is doing and has no idea about the real budget problems. We don't need a high paid CEO.

I still don't understand why CEO Carmel Angelo is paying a consultant to do a workshop so the board can set budget priorities. It is obvious what needs to be done. What a joke. I am sick of watching the games being played at the board meetings. The CEO is not doing the job the people want. Lets move on please. The board needs a real leader to guide them not them leading her. I don't like that she and the board are wasting time talking about priorities with no public input and meanwhile the county is sinking fast. The CEO needs to be cut and stop wasting tax payer dollars on consultants! I am sick of hearing about the budget problems that she has no idea how to solve.

Jackie, you need to wake up and smell the coffee. The CEO is not paying a consultant to set priorities. He is working pro bono. Pro bono means without charge. Get it? He is donating his time to help the County.

What are you contributing? With your leadership instead of taking a 10% pay cut, SEIU is looking at a 15-20% cut. Good job, Jackie! Just admit that you hate the CEO because she is doing an effective job of cutting costs and that means cutting jobs and salaries. It is what the private sector has been doing for years and is exactly what the County needs to do.

At what point did the County put a 10% pay cut on the table? Did I miss something? I understood it was always 15%(MANAGEMENT was offered 10%---and that got real dirty when they were not informed that it was a permanent cut until after they signed off on it).
Who knows if "Jackie" hates Carmel or not...I believe Carmel is probably one of the most hated women in the County at the moment. She seems to be trying to do the job she was handed, but does not look ahead to the consequences of her actions and proposals to the Board. She is driving the County into the ground and not keeping the taxpayers informed of where the money is actually being spent.
Carmel appears to have no idea of what the actual county deficit is. Personally I think her pride gets in her way. She can never admit she is wrong about anything - just forges ahead into disaster.

I am in the Management Unit. I, and everyone I know, were well aware that we were voting for a permanent 10% pay cut. If anyone was not aware of that, maybe they should not be in the Management Unit!

Thank you for clarifying that. It is not what I had heard before. How many have retired or quit since? I heard 1/3.
thanks!

I do not know how many have voluntarily left, but if it was 1/3, I am sure I would have heard about it. That number does not sound plausible to me. People are working longer, if anything, because of the tight job market and loss of health benefits after retirement.

There was a contract for I believe 10000 to 15000 to pay Mr Zweibach unless he decided to not get paid. He may be working now probono but he got paid initially from what I heard. So maybe you should verify your facts. It was paid out of the executive office budget.

You poor desparate misguided person. You think (Ms Haas, Ms Mcmenomey) or any of the other managers in the county think that if you kiss carmel's a** long enough you will keep your pathetic over paid jobs. You hold on to them you are right about that because you have no where else to go and know you aren't going to get this pay any where else. So you defend Carmel knowing she is incompetent and a very scarey leader who is destroying the county. Good luck with that. She doesn't know where she is going and her ego and pride is off the charts.

And furthermore, as stated by the actuary consultants for retirement the costs will continue to rise as more workers leave or retire because those employee contributions are no longer and not accounted for in the study to determine the county contribution the year before. Of course we heard Carmel doesn't even consider this in her budget deficit projections nor does she inform the board of potential impacts. She can't even see the connection. This is how incompetent she is. We have never been told as tax payers the real budget impacts of the real impact of increasing the county contributions of 4 million or more out of the general fund except some guesses with numbers just thrown out there. When is there going to be real numbers with real analysis.? She keeps just talking cuts yes but with what facts on the true budget deficit? So the county just keeps on cutting blindly.I get we need to cut but do it with real analysis and real numbers to back it up. Let taxpayers know what that means and how it reduces the deficit and the consequences. Get the taxpayers input to help solve the problem.

It is true that the county has lost 1/3 of it's managers. Unfortunately, they are mostly very experienced managers with lots of years put into Mendocino County. Most of them have retired which means a further strain on our retirement system. Nobody wants to talk but word around the county is that they left because of the choices Carmel and the BOS are making. They would have continued to serve our county for many more years but they couldn't be a part of what is going on.....The citizens of Mendocino are in serious trouble at this point, all of them, not just county employees.

The board continues to waste more time and energy having a consultant lead them thru an exercise that just gives results on priorities that were basicaly obvious as to their intent from tje beginning. This consultant is probably good at what he does but is a waste of time. Mcowen supports this because he is running shoulders with his friends in the city. Carmel is just plain incompetent and the board is just lost. Why not work on real solutions by doing real work with budget analysis and get to the heart of the real issues? I am amazed at the political nonsense and stupidity. Pinches has at least the common sense to know that you can talk all day about priorities but at the end of the day your actions and solutions are the same as they always were. Carmel needs to go as she is doing nothing and has no clue and the board needs to move on and demand some real analysis and numbers to look at. 6milloon budget deficit? It is a lot more but at this point know one knows.

I think your assessment is on target. According to the UDJ article, cutting employee hours by ten percent was credited with points under the goal of maintaining public service. Shouldn't that be a negative number? Cutting hours WILL NOT increase public service. I believe the consultant's methods are flawed.
