The Legislature finished the 55th day of the 90-day session last Friday, and passed 12 bills on Final Reading. One of the bills passed was Legislative Bill 403, which prohibits public benefits for illegal aliens, and requires their verification for benefits, public employment, and state tax incentives. I voted for the bill and it passed with a strong 44-0-5 vote. The bill prohibits state agencies and political subdivisions of the state from providing public benefits to a person not lawfully present in the United States. This also includes no involvement in any public retirement system. The way the public benefits prohibition will be implemented is by requiring state agencies and political subdivisions to verify the legal presence of each applicant through the Systematic Alien Verification for Entitlements Program -- S.A.V.E. -- operated by Homeland Security. This should help make sure that U.S. citizens and those who are legally in the country are the only ones eligible for public benefits.

McCook is close to the town former known as Lexington. The name was changed to Mexington after all the border jumpers moved to the area and worked at the kill plant.

Look at it this way, sooner or later the NE law will cause your state to pay attention, as well as IA, SD, CO and MT! My sister-in-law lives in Co.Bluffs, IA. They're not looking forward to a future influx of illegals from NE, as well as same-sex partners as IA just passed same-sex marriage.....

My American dream is an illegal walks back to mexico holing hands with his fat girl friend and a homosexual. This cleans up two problems at once.

Does LB403 prevent the health care industry from committing fraud by 'billing by income' which health care representatives before congressional committees, have proclaimed medium income American families were billed for the medical services of illegals? A family with five dependents, having amble ability to financially care for its own has been exasperated from their country by medical billing venders whose billing by income has decompensated USIRS deductions by placing fraudulent charges with the force of the legislature to collect by legal force, costs for illegals in the statements of medium income Americans, thus denying citizens the privileges guaranteed in Article 4 Section 2 of the U.S. constitution. U.S. News and World Report July 29, 2008 reports three million American citizens have been exasperated from the United States annually

which equates to 166% of the Nebraska population.

After World War 2, Japanese Americans were awarded compensation for the denial of their privileges of citizenship. Recently the U.S. Congress awarded $15,000 to Philippine soldiers working along with the United States for protecting their own country. First, does LB403 prevent fraudulent billing against American citizens by HMO's and health venders, and second, what compensation legislation is under construction to cover the financial costs of Americans who were exasperated from their own country to economically survive, in the defiance of the health care industry and the sovereign states in advocating fraudulent medical charges which forced American families to flee the United States? What remuneration does the sovereign states bear liability to American business's that were unfairly run out of business by illegals, whom did not have the heavy obligations of licensed business were required to provide under the law such as health care, unemployment tax,

and all the statues of state and municipal codes?

Is the state liable for advocating privileges for illegals by denying The U.S. constitutions guarantee of privleges of citizenship under Article 4 Section 2? Will the United States of America and the sovereign states retain their constitutional credibility by compensating American families for their conspiring with the health care industry for no less than $500,000 per person displaced economically from their own country of citizenship? Does the congressional committee upon hearing the health care industry admit before congressional committees testamony, charging the income of medium income families

whose head of household had adequate finances to retain their financial ability, whereas these U.S. congressional committees, failed to prosecute the health care industry for fraud

against medium income families and small businesses who were as the Japanese in WW2 denied the protection of the state for denying citizens their constitutional guarantee under Article 4 Section 2 of the U.S. Constitution? In Fremont Nebraska, law enforcement officers protected illegals at the city meeting, which favored illegals over citizens. Was this not a crime by law enforcement to violate the law, failing to arrest illegal aliens? Is not the soverign state just as responsible for Article 4 Section 2 of the United States constitution as it vantages the U.S. constitution in establishing a state militia, and those elements that empower the soverign state with power in equal proportion to the obligation to enforce Article 2 Section 2 on behalf of citizens privleges guarenteed by the same document? Can the soverign pick and choose what powers and responsibilties they want and discard those elements of responsibility they are uninterested, such as the protection of the citizen?
