It sounds like this little boy was and always will be surrounded by a lot a love.

While my heart goes out to this child, I cannot say the same about the mother. This mother depended on the police to 'parent' her child. Rather then have the officier 'discipline' her child, she should have pulled over and 'adress' the issue herself.

The boy was breaking the law. Police enforce the law.
