Judge it!
The school is in place to teach the children how to communicate and interact with people, in hopes of transitioning into the mainstream educational system.
It seems to me in this environment, the dog would actually be a deterrent to the childs learning.
I read the article, it only mentions the very basic autistic traits. The child needs to learn to interact with people. Not just his pet. It is what is best for him in the long run.

Autistic Boy's Dog Denied Spot At School
A dog that assists an autistic preschool student was denied entrance Monday at the boy's school, the child's mother said.
