I'll check to see if that is actually an FBI study, or something that SPCA puts in their brochures and websites, like anticircus people saying circuses burn the pads off bears feet (because they actually don't know what a bear's front paws look like) to make them stand up. A lot of that kind of stuff is on PETA sites as well. Back when I had contact with FBI and State Law Enforcement, the rate was less than 1%, and upping those crimes to felonies get the states more federal money for law enforcement, so it was being pushed during various state and local elections..

Just for your information, slow leak, New York State considers killing or torturing pets a criminal felony. If the animal dies as a result the fine is $15,000. and 3 to 5 years in jail. Felons lose some citizenship rights, like the right to vote, while they are in jail and on probation. You have no constitutional right to kill a pet that is your property. You have the right to remain silent while you're being prosecuted for a criminal act.

I forgot this website where you can see how states treat animal cruelty. It lists each state and whether or not it's considered a felony, the amount of fine and prison time.
