i know that state mental hospitals were not run correctly or with compassion in the past. but there are a growing number of people with mental health issues in group homes which are poorly equipped and staffed. the group homes' only concerns are keeping their numbers up so that they continue to receive funding with no real concern or treatment for the patient. residents with extreme mental illness problems will walk away and into communities and the staff will refuse to physically attempt to keep them at the location stating that it is a legal liability. the staff will often call the police with a direction they last saw the person going rather than following the subject. this is not correct treatment for the patient or the community. many of these mentally ill people have violent outburst and lack sexual inhibition. i work in the baltimore county area and see all this first hand. group homes are everywhere in the milford mill, randallstown, woodlawn area and the group homes are routinely run and staff but people who are far under-educated in dealing with people with mental illness.
