I think Wantage is after the Sussex water supply

While merging might have some benefical way for both, they could also have double the trouble and both would have to pay.

I don,t think so! The water lines leak, the dam needs repair, the resevoir is full silt, and the water tank is all rusty. All of this will require many millions

Sounds like "Wantage Resident" thinks the sky is falling. If you believe propoganda and rumours then perhaps it is. If you beleieve the cold facts of the Sonsolidation Study Commission, then we have an entirely different story. Everyone has motives in this effort. Yes, there are people in Wantage that want be have access to Sussex Water Supply. People in Sussex want to pay less for their municipal government. Instead of using martial words like "Aggressor", maybe it's more appropriate to consider this a marriage of partners.
