Taxed yet again

Did anyone know the county council was gonna add a 34 dollar tax to our property taxes for" solid waste disposal"?
I found out when I opened my tax notice.
Also I have heard that these contractors and realty company dont have to pay property taxes on all these new houses they built waiting on the army...
I heard it from a contractor but was wondering if there was somewhere it was written down..
It wouldnt surprise me as the good ole boy system is alive and well here..
If they dont have to pay it would sure be nice if they did. It would mean possibly millions in revenue...
