I don't know anything about Stamford. Not knowing their budget, their tax levy or anything about the other revenue sources they might have, I can't really comment on if the total revenue collections far exceeded their budget and there was something off with the tax rate, or if they ran short at the end of the fiscal year. I don't have enough information. Is there a newspaper article that you are referring to?

Alright then, what City are you in? Look up your State, or Citys CAFR and you will see a vast difference between the "Budget" (Expense) and the Balance Sheet (CAFR) |

Look here at Bristol,CT PAFR (which is easier to read) look how much investment money the City retains.There is no reason for a City to retain this much money from its tax payers. The money should be returned. Go to page 21 of the report and look at "investments" $532,862,000. in a City of a "Budget" of $191 Million.

I don't know what most of the stuff in the audit report means, and some of them are so long it is too much to try to make sense of it.
But, it looks to me like there is one heck of a reserve for pension funds. This may not be city money at all, it may be the employee retirement money in investment accounts. Just a guess. |

NO its not pension funds, it states under the description that it is excess money that the "City" isnt using right now. They always tell you about their "Budget" surplus/deficit, the truth is the "Budget" is whatever they decide it is. The Balance sheet is where the real $$ is. |

1 I am not throwing darts my purpose is to give awareness of corruption of GOvernment. All Government has off budget funds, huge amounts of $$$$ Government owns a huge portion of the Stock Market. When you have Government owning corporations, what type of Government do you have? |

1 You would be far more helpful, then, if you brought forthe your awareness with posts of fcts that you know in an educational style. I think that most, myself, would appreciate that. We get nowhere if you throw out a question to someone who does NOT have that knowledge, demand that he/she produce it and then chastize that person for not being able to. Your target doesn't deserve that, and may well be enlightened if you put out the facts that you know. That's all I am saying. You know, these forums can be informative, if you choose them to be. Not all forums are arguementative. I personally would LOVE to be enlightened by your knowledge. But, hell --- I don't SUCK just cause I haven't become abreast of the situation. You seem like you can be a nice guy. Do you need to posture yourself, here, otherwise? |

So what now? Do we have to call up every single town in CT we lived in and catch the last bill there before they too hose us down the road, or is just a city type matter?

1 The issue of delinquent taxes is not isolated to the cities or larger towns. Every town in the state has files and files of unpaid motor vehicle taxes, and they can go after them for 15 years. The interest keeps on going on, too. The sooner you find out about and pay the taxes, the better off you are. Some people move out of state and figure they will never move back so why bother paying the taxes. Some people move and they never get the notices. Either way, the taxes won't go away for 15 years, and the interest cannot be waived, and they can be turned over to a collection company and have your credit wrecked. |

I moved to norwalk recently. The City of Stamford sure sent me a notice (to my new address) quickly telling me I was no longer registered to vote. Six months later the City of Stamford sent a tax bill to my former address (luckily a family member lives there). My point is that when you register a new address with the DMV they notify the City. How can one city department send a notice to my current address, and another department not have the same information. This is why folks that move from Stamford don't know they owe taxes (until the city catches up a decade later). The City is not organized enough to share information so that everyone can be more efficient. How much time did City employees have to waste chasing down people, hiring a collection agency, etc. and Stamford is supposed to be "The City That Works!"

1 The DMV does not notify the Tax Collectors when someone changes the address on their drivers license, and changing the address on your drivers license does not mean that the address is going to get changed on every registered vehicle or trailer that you own. It won't. If you move, the address should be changed with the DMV within 48 hours of moving, and it should be changed on each and every one of your registered vehicles and your drivers license. If you dispose of a vehicle during the year and do not transfer the registration on to another vehicle, cancel the registration with the DMV, obtain a receipt, and bring this receipt and proof of disposal to the Assessor in the town you live in. Take responsibility for your own business. Don't wait for the Tax Collector or anyone else to track you down. Be pro-active, promptly change your address, if you moved out of state, promptly register your vehicle in the new state and send a copy of the new registration to the DMV AND the ASSESSOR of the town you lived in. Don't count on ANY municipal office to communicate and share information with any other municipal office. Most don't communicate. Most don't share databases with the DMV and they don't share databases with each other. |

I don't know, Mike. They (the DMV) probably wouldn't care if 100% of the tax payers refused to pay. They don't get the tax revenue. The Cities and Towns would be the ones hurt because they rely on that revenue to operate the municipality.

Ahh yes but the DMV is the enforcement arm of the armed municipalities. |
