St. Paul police officer Louis Ferraro will have a misdemeanor criminal charge dismissed after one year, assuming he remains law-abiding, under an agreement made Thursday in Ramsey County court.

I find it disgusting that a Ramsey County Judicial Officer not only dropped a Domestic Abuse No Contact Order against the victim's wishes but then also allows the charge to be dismissed after a year, especially after Ramsey County prides themselves on being a Blueprint Community. Couldn't get more obivous evidence that a crime occurred than numerous text messages when there is an active Temporary Order for Protection. Judge Nathanson should be ashamed of herself and see that by priding herself for giving offenders a second chance she is just in fact revictimizing victims of domestic violence. I wouldn't be surprised if a female St. Paul Police Officer never again reaches out for help when she is a victim of domestic violence. This, along with the disgusting dismissal of the Order for Protection, has ensured they stay isolated. Way to go, Ramsey County!

Phillips sounds like a total SICKO. So she sleeps with him, claims he beats her, yet stalks his new GF when he moves on? If he was truly an abuser, she would be cheering that he found a new GF. But then she starts harassing this new GF? Obviously she is mentally ill and making it all up.

Can anyone say good ol boy woman beater. Lu Lu's secrets are out and the "good guy" reputation is gone! We all see him for what he truly is and it's sad. Lou should be the poster boy for The Chief's Blue print for domestic violence.
