I'm sure the mayor will appoint a committee to study the problem. The committee will hire a search agency to find a consulting firm. The consulting firm will come up with several solutions, ranging in cost from $1.2 to $3.3 million. The garbage can will be in place until August of 2013, unless it is stolen.
