Why and how did CSX railroad abandon switching for local plants?

Don't they have to go thru the state to get permission to this?

When did they do this? I see that the dates of these posts are late last year but this is the only news I've heard of it. I've seen that the local loco is no longer at the depot, but here in May, cars still get moved around.

Why switch when business is gone, Spruce;pine is about dried up.
Even the Road gangs have moved down to Marion I hear.
