Fines and penalties do not equal accountability. Fines and penalties are nothing more than revenue generation for bureaucrats. Just like sticking a gun to the head of private business owners and forcing them to collect sales tax without compensating them for their time and their accounting expenses. But then-apparently you don't believe in property rights or in individual rights. Just government, rules, regulations, laws and force.
Actually, I'm very much in favor of property and individual rights. Who's protecting the rights of the out-of-state property owner who has neighbors trespassing on his property?

It certainly isn't the local government. I hope you notice they are levying a fine which they (local government) will receive; not the actual property owner who is allegedly the one being 'damaged'. I am not suggesting the woman should be allowed to encroach, but I am not buying the bull about a 'safety' issue and I certainly don't buy the argument that the local government cares one whit about the 'out of town' property owner's rights. They don't. They only want to show their badge, levy fines for crimes imagined and push people around.
If the owner of the property has problems with the trespass the owner of the property should be the one to collect any money for any actual damages. NOT the government. The government isn't being damaged and they should only intervene if the actual owner asks them to. At that point, their authority should be limited to require movement of the display back across the property line. Nothing more-nothing less.

It is understanding that this woman during the summer mows the grass and keeps the yard clean. If I was her I would call the owners (Who are not caring for their property) and ask for permission to put up the display (witch I see no problem with) and tell the city to back off. beside by the time the city acts and goes threw all their red tape. Halloween will be over.

Who is she hurting? What harm has she caused? Has the owner of the property objected? I agree that fines are just to generate revenue. It is apparent that fines and penalties do not equal accountability. Look at what it has done for the OSP. Has it curbed any speeding by off duty members of their organization...no!
