My goodness, does the government have to be crawling up every crevice of our being? Can't these Government employees find something more productive to do? I don't understand the harm here.

No they can't most cities hire some idiot and pay them 60 grand a year to drive a round and give citations for paint starting to peel,trash cans out after sunset on trash day and a bunch of other trvial bullcrap.

I'm not one to be telling people what to do with their property but...

If this was my neighbor, and the fence did not come down after Halloween, I would be annoyed.

A lot of these codes are actually to protect home owners. I take care of my property but sometimes there are idiots that don't and will keep 3 or 4 broken down cards in their front yard and never mow their grass.

I think this is a case of taking it a little too far though.

OK, I can see the legal issues of setting this up on the vacant lot that she does not own.
Set it up in her own yard and problem solved?
Someone owns the lot, ask them if it's OK.
If it was my lot I wouldn't take the risk of a lawsuit should someone get hurt.

The idea and intentions of the display are great, however the cities problem is with the fact that she doesn't own the property the display is on. The original article from Springfield News Sun stated this. Any fines that are issued are unfortunately going to go to the out-of-state property owner. If she wants the display then she should erect one on her own property...its simple.

Unfortunately fines are one of the only ways to try to grab peoples attention and enforce laws. If you were pulled over for speeding and given a ticket and that ticket had no fine associated with it, then it would mean nothing to you. However, if you have to pay a fine with that ticket, then there is accountability associated with you breaking the law. In the case of the halloween display, the lady is question of erecting the display doesnt care that its not her property. If the city doesnt say anything to her about it then she will assume that she can continue on without issue. Fines and penaltys unfortunately = accountability.

I have news for you, a fine with a speeding ticket doesn't mean much to most people. Especially when someone is 'speeding' when no one else is damaged in the act of 'speeding'. It doesn't make anyone accountable for anything. It just wastes time and resources. The whole purpose of speeding tickets is to generate revenue. Nothing more nothing less.

Oh-I see; so now all of a sudden private property rights are important to people living in OHIO. I guess voting away the private property rights of business owners in order to enforce a smoking ban doesn't apply to private property rights. eh?
Fines and penalties do not equal accountability. Fines and penalties are nothing more than revenue generation for bureaucrats. Just like sticking a gun to the head of private business owners and forcing them to collect sales tax without compensating them for their time and their accounting expenses. But then-apparently you don't believe in property rights or in individual rights. Just government, rules, regulations, laws and force.
