It makes all the sense in the world to me that a person should not be sentenced for a second offense of a crime unless he or she was found guilty of a first offense before the second offense was committed.

Who Cares? Get the drunks off the road. They're a dangerous menace...like the woman driving the van in New York, on the wrong side of the highway, killing multiple people including children. I have no sympathy for anyone driving drunk. Speeding, tailgating, driving drunk, etc. is getting out of control. I am all for strict enforcement of traffic laws.
