Heather Hargis was never a police officer but a piece of white trash that lived in Hemlock, the reason she never got in any trouble was because Mark Garner always stuck up for her. She finally got kicked out of Hemlock and I dont think she lives in SP anymore.

I don't know if Heather is a snitch or not, however, it would make sense, if her being with Lee is true. A bird once told me that he left the Nashville area cause he got busted and snitched on a very dangerous person who ended up with some serious prison time in order to get out of his trouble.
