The California Highway Patrol won a $1 million grant from the National Highway Traffic Safety Administration to strengthen statewide enforcement and education efforts to have people buckle up safely, the CHP announced this week.

Why not get these people who aren't wearing seat belts and give them a severe beating. They'll start to get the message pretty quick.
