Attorney Joseph Larisa, a member of the RIAC Board, suggested to the board on the 18th of March that since the voluntary program is "voluntary" then RIAC need not buy up the targeted houses but simply walk away. This would leave hundreds of residents in harms way. Larisa could care less. Not only that, he is wrong and jeopardizes RIAC's attempts to extend the runway at Green State Airport. His theory creates a civil rights violation.

This is the kind of behavior that we in Warwick are dealing with all the time. The fact is, as shown in FAA's Westover Air Reserve Base Sound Program, voluntary means that there will be no condemnation proceeding, but the home owner may agree to move out voluntarily. If the airport then tears the house down, it is considered by FAA to be not voluntary but mandatory. That way, the home owner gets HUD assistance for the move.

The only thing that is voluntary is the avoidance of the condemnation. RIAC uses this voluntary process because it does not have the power to condemn property. The board has previously gone over that point with its counsel, Attorney Richard Licht, after he told residents of Westerly that RIAC could condemn the Ann and Hope property.

In that case, the New London Day picked up on the story because of a supreme court decision affecting property there. The Day noted that RIAC does not have the power to condemn property. Attorney Licht then apologized to the board for his misstatement.

These kinds of blunders by RIAC's attorneys, both of counsel and as board members, contribute to the delays and confusion swirling around the proposed runway expansion. It is the reason why the Superior Court ordered RIAC to pay Jim Skeffington and his partners $6 Million in damages when RIAC tried to take Skeffingron's parking garage.

Are we simply obstructionists or NIMBYs? No, we are the concerned citizens of Rhode Island who insist that RIAC operate ethically and legally. If that delays things, then so be it.

I don't know what political mumble jumble your speaking about. The fact of the matter is Rhode Island is a mess financially. If this extension will help bring other airlines into RI & help generate more revenue & commerce, then those people should have thought about it before they decided to buy a house right next to the airport.

People have been fair warned. They've been talking about expansions for years now. If I buy a house in Newport on lower Thames st. & some drunk guy pisses in my bushes I might beat him up if I catch him but I'm not going to call the cops. Those people knew what they were getting into & have no right to complain.

Jerry: The political "mumble jumble" that you talk about is the same mumble jumble that was used to clean up the Cleveland river after it literally caught fire. That river fire was the final straw that pushed Congress to pass the environmental laws that helped the people in your city bring it up out of a slimy hell hole. Now we have a polluter in Rhode Island, the airport corporation, that is trying to push people into our our sewer, an expanded runway. Don't knock the mumble jumble. It keeps you from catching cancer over there in Cleveland where industry really does not care about the air you breath or the water you drink. Without the mumble jumble, the green slime would have taken over your whole city by now.

sorry but at this stage of the game pollution has to take the back burner to the economy.

The apparent lack of oversight regarding the operation of this airport (T.F.Green) in the heart of a densely residential land use area defies understanding. Witnessing the recent misunderstandings on the part of airport operators involving airport ownership (the State is the owner of the airport, RIAC is a tenant operator) and the use of the term "voluntary" (i.e., "in place of condemnation") in some instances should make most underwriters extremely nervous. We now have tens of millions of dollars in this economy being risked on a project (the train station / parking garage / people-mover) that doesn't even have complete approval, and appears to lack the secured funds to complete and operate the finished project without losses. The risk to the economy is not coming from the neighbors who are questioning this project, it comes from the "planners" and developers who are spending money like careless bankers. Again, where is the oversight? If proper supervision were being applied, we probably wouldn't be hearing from the concerned neighbors.

So true. Most of the time. With the enlargement of the terminal, there was an apparent agreement to come IF it (the new terminal) was built. It was built. They did come. For better or worse...

With the current Train Station / People Mover / Rental Car Parking lot, the most critical agreement to come if something (the train station) was built has been blatantly lacking.

As the least important feature (the People-mover) is being built, the most important future tenant (the trains) are far from a certainty, not even promised. It is an underwriter's nightmare of a scenario, particularly in these economic times.

Homes have been evaluated and way underpriced. I have chosen to stay and was told that in the spring of 2010 the airport would be back to up my offer. Is this true

In addition to getting more flights to come into Green, RI needs to re-evaluate the tax on business.

There are too many vacant office & residential buildings downtown, which is a shame.

Raising taxes only accomplishes one thing - driving residents over the border and out of RI.

tf green airport needs to make runways longer like a hole in the head unless you don`t live in warwick, then it`s just fine because you won`t lose your home,have your taxs go up to pay for the homes that they take for the better of ri. i say that if this is what they want then let the state of ri pay the taxs each year for the home that the state will be taking for this runway and any other problem that come up. i think it`s grate to want to better the state any way we can but don`t make it any harder on the people that live here then it already is.
