How much income arrives in the state because of the expense to run the rest areas? Often the economic benefit is forgotten in hard times. The "advertised" places could pay a fee to have their places highlighted at the rest area; that would help to offset the cost and still provide the economic benefit to the state's businesses.
Maybe Mobil and McDonalds will be able to capitalize on this.
