out of control children

I have lived in my street for over 15 years, and never had any problems. Recently, I have noticed that there are alot more teenagers out on the streets late at night, blasting their music, disturbing the peace, being very unruly (cursing, fighting, making out in parked cars). I ask myself, where their parents are, and why they arent enforcing a strict curfew on their younsters. Why are these teens allowed out so late when they have school the next morning. I feel like we can blame the media, the children, the teachers, the music, the world..but its the parents who should keep them in line. My parents were strict and raised us to be respectful adults. I hate to see what will happen to these kids when they grow up, seeing as they have no boundries or rules at the moment. I feel like parents are too lax and they need to monitor their kids activites so they wont get in with the wrong crowd! Thanks for letting me Vent!!!!

I forgot to add that they made the house next to mine a halfway house and it has ruined my quality of life. I dont know who to complain to or what to do, but move. There are like ten people living next door who also add to the unruliness late at night and even during the day, its like twenty people coming and going and parking cars in front of my house. I dont know what to do? I am just missing the day of long Island when I saw more trees then malls, when after 10pm all you heard were crickets, and when people were considerate and respectful of their neighbors...
