SECOND, there should be a special form of, summary justice, "meated out", personally, by the Victims...like a nice, old fashioned baseball game...in and around, particularly vulnerable areas of the Criminal's bodies, where only crippling, can result.

You know, something visable, and dibilitating, to serve as a long term reminder, to them and Others, who are stupid and bored enough, to do this kind of nuisance crime.
