Gang member tried to hide gun after slaying 10-year-old girl, prosecutors say

According to prosecutors, Pena, Lacy and Chico are all members of the Latin Dragons street gang, with Sauk Village resident Antoine Lacy operating as the gang's enforcer, giving out orders to the members below him.

Jones, who is not a member of the gang, lives along an alley in the 8700 block of South Exchange Avenue that serves as a dividing line for Dragon territory and Latin King turf, where the gangs frequently shoot at each other, said Assistant State's Atty. Maria McCarthy.

It was in that alley Monday that Pena used a .380 caliber gun to fire at rival gang members, McCarthy alleged.

With encouragement from Lacy, McCarthy said, Pena fired the gun toward Latin King territory just as the two young girls walked into the gangway and the path of the bullets.

"As they passed the gangway, Pena fired those shots down that gangway. One of the shots entered Nequiel Fowler below her left armpit and lodged in her chest," McCarthy said.

Prosecutors said Pena then fled back to Jones' home where Jones hid the gun, and Pena went with Chico and Lacy to drive Lacy back to his home in suburban Sauk Village.

After news of the shooting spread, McCarthy said, a witness told police of matching descriptions to the men and claimed to have been told by Jones that Pena had shot at some rivals.

Police later recovered the gun from Jones, and it matched the bullet recovered from Fowler's body, McCarthy said. Jones' fingerprints also were found on the gun, even though Pena had told Jones to wipe the gun clean, she said.

When Luis Pena was hassled by the Latin Kings on Labor Day, Latin Dragons enforcer Antoine Lacy, of Sauk Village, told Pena not to be "scared" and urged him to get even, according to authorities.

Pena then returned to an alley in Chicago's South Chicago community where the rival gangs frequently clashed and starting firing, killing 10-year-old Nequiel "Nee-Nee" Fowler as she helped walk her blind 5-year-old sister, Cook County Assistant State's Attorney Maria McCarthy told a judge Thursday.

Circuit Court Judge Raymond Myles denied bail for the men, who are each charged with first-degree murder and attempted first-degree murder.

Two other men face the same charges: Raymond Jones, 18, who allegedly supplied the semi-automatic handgun used in the shooting, and Joseph Chico, 23, who's accused of driving the getaway car.

McCarthy said Chico drove Lacy, 25, of the 22400 block of Yates Avenue, and Pena, 20, to Jones' home in the 8700 block of Escanaba Avenue to pick up the gun. She said Jones does not belong to the Latin Dragons like the other three, but it was Jones who took Pena's T-shirt and wrapped the gun in after it was fired in the gangway between Exchange and Escanaba avenues.

Jones later put the shirt in a laundry bin and hid the gun, and Pena jumped into the car with Chico and Lacy and fled to Lacy's home in Sauk Village, McCarthy said.

When Lacy later was told a girl was shot and a Latin King was killed, the gang enforcer spent the next few hours "smoking marijuana and playing games," according to McCarthy.

Lacy has four felony convictions, including two in connection with a gun incident involving Chicago police.

Court records show he was shot by Chicago officers in May 2005 after he pointed a loaded handgun at them on the South Side.

He was sentenced to three years in prison for that offense after pleading guilty to unlawful use of a weapon and aggravated assault of a police officer.

Meanwhile, Nee-Nee's mother, Linda Williams, said Thursday of the arrests that it "soothes me to know that they're in jail, but it's not going to bring her back."

She said the family is struggling to get the money to pay for her daughter's funeral today.

"I just want her funeral to be beautiful. She always wanted to be a princess. I just want to look at her tomorrow and and think, "princess," Williams said, her voice cracking.

Funeral services for Nequiel are scheduled for today at 12:30 p.m. at Smith and Thomas Funeral Home, 5708 W. Madison St.

I have one statement to make about the King's and Dragon's. They are a bunch of losers who can not rub two nickels together and make a dime. No matter what the hell they are fighting for a young innocent child died due to their criminal acts. We need a gang task force that will do undercover operations in these gang neighborhoods, identify the dealers, the leaders, and start arresting them at a alarming rate. If that means surrounding villages add one officer to the the task force then so be it. Lets clean up the South Suburbs and make it safe for our children. God Bless and God bless America!

this is only getting worse and worse, i live in northwest indiana and there are "latin dragons" that live around me, i am so scared to let my kids out because of these punks! it is time to move, there only getting bigger and stronger, it sickens me...
