Maby Roger should quite being such a busy body and mind his own business.as long as the four wheelers are not drving on his property why should he care,kids cannot do anything anymore and if the fourwheelers are tagged they are legal.As for as spot lighting that is legal too,as long as they don't have a loaded gun with them.
