I know personally that the local 'police' here cover up drug activity; one of my dad's friends is a big drug user, and he was stopped by Ronnie, who HELD HIS DRUGS, after the State Police pulled in.[Bad timing, Ronnie was doing a check or some sort and the State Police happened by, and stopped.]
There have been quite a few slaps on the wrist, and 'don't let me see it again'.
The local police around here very rarely cooperate with the State to bust anyone.
