It never ceases to amaze me how hard these entities try to come up with some solution when put in this position. They have had nearly 30 years to fix the issue. 30 years! Only when the tap is threatened to be turned off, do they come to life.

Maybe you people need to be trucking in water to really get motivation.

This will cause existing home prices to skyrocket since they already have water entitlement. I wonder if there will be some sort of carbon program exchange like program where you can sell your right to water service on the open market?
