Let's work on cleaning up the ghetto in San Leandro then worry about this. Even OSI stated When building up the next two buildings next to the bart station. They fear the look of ghetto around their newly buildings will not be eye pleasing. These are for the new section 8 housing San Leandro city wants to bring more of in down town.
