With such a vague term as "storage and conservation", I have a feeling it is just glossing over spending on the peripheral canal. That money will pale in comparison to the class action law suits up and down the Sacramento River when the high water levels inundate the surrounding land with seepage water. A 2 mile wide swath for 100 miles will become a permanent swamp. That is 200 square miles of farmland and small towns.
