Why should Chico have to conserve water? The sewer plant outlet pipe goes right into the Sac. River. The more times we flush just adds to the down stream water supply. The 20% water reduction is sure to translate in higher water bills for us. It doesn't make sense but that's what will happen.

Ok, so the state if broke, no money for schools, health care, ect... But they found 11 Billion for new water projects??????
