Noise pollution a problem for northeast residents. Transmountain construction project continues.
EL PASO, Texas

Some neighbors living near the Transmountain construction site are complaining about the level of noise the construction is making.

"It's really loud, and for the time being, it's really loud," said Katy Conner.

The noise isn't going away anytime soon.
Conner lives next to the Transmountain construction site. She's been dealing with constant noise from trucks and equipment every morning.

"Between 7 and 7:30 all last week, I would get forcefully woken up by the screeching noises of the trucks and then dumping things, everything," she said.

Conner has called to complain, and since then she hasn't heard any noise at night, but the construction noise still interrupts her in the mornings.
TxDOT spokeswoman Blanca DelValle Says;
"Although the noise may be an inconvenience for the neighbors, it's necessary for the future of El Pasoans.
"Unfortunately, construction comes with delays," said Del Valle. "It comes with noise; it can be uncomfortable and an inconvenience."

Since Fall 2011 construction crews have been working to add more lanes to the Transmountain Loop 375.
DelValle said the construction crews only work during the day from 9 a.m. to 4 p.m., and it is necessary to keep those times to stay on schedule.
"The work hours are from 9-4, Monday through Friday," said Del Valle,“ but they don't close the lanes."
Conner, however, says she's heard construction crews earlier than 9 a.m.
"I understand that they have a deadline," said Conner, "I know this is their job, but other people have jobs and things they have to do. They can't get the amount of rest that they need."

Residents will have to deal with the construction noise until its completion in 2014.
If you have an issue with construction or noise levels in your area, DelValle says residents can call their office to issue a complaint."]

TOO BAD FOR SOME OF THE RESIDENCES. City Code states the noise is mot allowed between the hours of 10 PM and 0:700AM Monday through Saturday. They have not changed the ordinance since the 1990s and they won't. It would cost too much in lost time and money. The only time that would happen is if there is an emergency.

The best thing the people who complain can do about disturbed sleep is to go to bed earlier, set the alarm for 7 AM and spend the time before work to show, have breakfast and get ready for work. If you have children then they have to be up early for school so you shouldn't whine about it anyway.

Whenever these construction workers hassle me, I give it to them but good. One time my wife mooned a crew to teach them a lesson and another time I fired off a few warning shots to get them to pipe down. They understand when you talk tough to them too because they don't want to get roughed up for as little as they make.

Aren't you worried about one of these workers pulling out a handgun and returning fire? Most of them look pretty rough to me and I wouldn't be surprised if they didn't fire back.

Seems that Leroy has a lot of baggage besides the construction noise. He hates cop and he hates anyone who is white, hispanic or oriental. He isn't worried about these construction workers because he knows that most of them would not qualify to carry a concealed weapon and are too worried about making money to support their families. I wonder is he hates the welfare officials who give him his welfare payments?

The big difference here is that Katy Conner has more balls than JWRussell because she went on TV to state her complaint. but JWR just copies her statement, pastes it and to shine us off he says to shoot warning shots, without going on TV like Katy did.

Hiding behind a gun and a female JWR?

KATY: I have no problem with the noise of the construction companies. The city ordinance are not being violated and the people are going to be inconvenienced for the next two years. This is the price of "progress". The lady in question making the complaint is a whiner. The city has suffered through several construction projects and there will be others in which the citizens are troubled by the noise and the detours and aggravation. most are going to go with the flow. It is the whiners who are not prepared to be prepared that are going to be complaining. TOO DAMNED BAD FOR THEM.

Ok have a question or two on this City Code you stated no noise between 10:00 PM and 7:00 AM does that include ElPaso Disposal emptying dumpsters banging around back up sensors going beep beep beep at 3:30 or 4:00 am twice a week in the apartment complex behind me? And someone picking someone else for a ride to work honking their horns and playing loud music at 5:00 am during the weekdays?

The statues do no apply to disposal companies because they are a private enterprise contracted by El Paso Water. They're supposed to be courteous and kind to the consumer but they have to get out early for pick-ups in the summer because the heat is oppressive after noon. People like you probably expect them to wear white gloves when picking up the trash in 105 degree heat like the black butlers used to do for your grandparents. Have a heart and don't hassle these fine workers because they're only trying to make a living and keep the garbage from piling up in our houses.

Right on, girlfriend! This JW Russell has been a boil on the buttocks of this forum for a long time. He over compensates for his failing manhood by trying to show people how "smart" he is but he actually sucked up to the Times in a letter himself, begging them to close this forum because it offended the sensibilities of his delicate psyche. This post is not mine. the private companies have their names and numbers on the containers. Whoever posted this is racist as the terrorists are. Hassle this people. The city manager will look into the noise complaints and call out the owners of the companies. Linda is evidently the concubine of one of the trash company owners or drivers.

Ok fine I have yet to see a ElPaso disposal truck with two men on the back collecting trash for years. Some gordo sits inside a air conditoned truck pushes and pulls levers to pick up the trash cause he is to GD lazy to do it like they did in the old days. Hell they still pick up trash over in J-Town with a horse and wagon. These dudes lazy in ElPaso. In commercial areas fine not not where people are sleeping in their homes. When was the last time you seen someone in ElPaso pick up trash the old way many the parks is about it?
