It appears San Carlos , CA has a network connection on Laurel St. Called local wifi that is free! It's all over the street.... You can drive and use it in the car the length of the street.

I was a bit surprised to turn on my Toshiba Thrive in front of the TJ Maxx on Industrial Rd at the San Carlos Marketplace, and the signal for the network called "local-wifi" is pretty good here.....3 out of 4 bars! Wow...way to go San Carlos!
