Low cost dental care in Ann Arbor Area?

I am hoping to find low cost dental care in the Ann Arbor area for a friend of mine. Recently, my daughter asked her why she does not smile with her teeth. One can only assume this is because when she poses for pictures I always tell her "smile with your pretty teeth", but my friends reply had me in tears hiding in my laundry room. At first, my friend tried to turn the question to my daughter, asking for her to smile with her teeth, but my three year old was still curious and asked if it was because her teeth had so many germs (cavities). My friend paused for a second and replied to my daughter that yes, she did not smile because her teeth had so many germs and is trying to save money to go so she can have beautiful teeth just like my daughter. Long story short, she explained to my daughter how important it was to take care of your teeth so you can always smile for the whole world to see.
My friend has lupus, diabetes and something else that has to do with cysts on her ovaries (pardon me I can't remember the name) She is at the doctor at least once or twice a week and has astronomical medical expenses. I watch her pinch every single penny, and without help from the government, she provides a decent life for her kids, despite the financial and health restraints. When most people sit on unemployment after losing their job due to the economy she took on two new ones at half the pay, and does other odds and ends to try to make ends meet. After all of this she still volunteers at the kids school and another local program. If there was a real life super woman it would be her.
After putting my daughter down for a nap seeing that my friend was still pretty shaken, I asked about her dental care. She said that she has a mouth full of cavities and gum disease brought on mostly from her diabetes, partially due to not having any dental care at all until she was 18 years old. The last time she saw a dentist was in 2009 and is afraid to go back mostly due to money, but also due fear of them telling her she is going to lose her teeth. Apparently last time she was in the dentist was not very friendly, which certainly did not help this matter. She left in tears and I just can't stop thinking about her.
Sometimes it takes a three year old to see something you never saw before. How could I not notice my friend was afraid to smile? Does anyone know of any low cost dental care in the area? When I asked her she said that the only place she knew of was the medical school, which is still not affordable because she needs to treat her gums before they treat her teeth and it is super expensive. I also found Community Dental on the internet, but they said they no longer provide care on a sliding scale.
Does anyone out there know of anywhere that she can go to get compassionate care at an affordable price? There has to be something out there!
I'm so sorry to hear about your friend. A few years ago my daughter had some problems with her teeth and we didn't have dental insurance (jut Medicaid). We actually took her to the University of Michigan Dental Clinic. It's run by the dental program and they utilize a sliding fee scale plus accept Medicaid and other insurances. The work is done by dental students, with licensed dentists observing. The wait time and the appointment did take awhile (I think we waited about 3 hours total) but it was so worth it. They were wonderful with my daughter and some compassionate and caring.
