Does Salem really need a City Manager?

Whats the DOH got to with it? Why doesn't the City or the county use these so called UBC violations to fix this eye sore. Just have the City CM and City attorney set down at a desk with a computer and printer and fill out the paper work. All we get around this town and county is the Same ole Same ole BS. In the meantime the officials that live in their nice clean neighborhoods just keep sucking the teets of the taxpayer. The City is just as bad as Moder Medic they have a Junk yard there behind it. People are tired of this BS. The property values are bad enough without having a City junk yard around your house.

Salvage yards/junk yards fall under different state laws. What I described is the proper way to deal with it. I don't know if the city location your are describing is the one I'm thinking about, but the city saves scrap metal somewhere in that area and then sells it once a year for $ used to buy tools and equipment the city needs.

If it is what I am thinking of, it is where they dumped the old play equipment when they moved to Van Horn. I have also seen a recycling trailer sitting there. How come it isn't out where we can put recyclables in it? I used to use the one at the IGA, but they took it out (I think because people were dumping their trash there and making it a mess as well).

There's the old play ground equipment on one end,the Brush in the middle and a junk pile on the entrance road. Then there's the WWII museum/Junk yard along the road called Modor Medic. What an entrance site to the City unbelievable. What did this guy do here anyway? Moves out of the city limits to escape BO taxes and as a slap in the face leaves a junk yard at the Gate of the City,come on people earn your money do something for the City and clean up this mess,do you need a citizens formal complaint,a citizens arrest warrant or what is it gonna take to get that mess cleaned up?

My understanding is that the Motor Medic property is outside the city limits. If so, the City can't do much about it other than file a complaint, which it has done.

Great then the County's new UBC code will take over here in January 2010 ,this will be a great test of the new law.Because I specifically asked the three amigos about city property and they consistently said it was the City's problem as they have separate codes from the county so now it becomes the county's problem so well see.

Maybe not. You still have the issue of the salvage yard statutes in Chapter 17.

What a waste of taxpayer resources,hes now working on a Grant for a new roof on the City building. We were informed recently he was not writing grants so what's he going to do now claim credit if someone else gets it?

As I've said before, a City Manager does not personally write grant applications. But, regardless of who is writing the grant, the city manager would have to be involved in the grant process, both on the front end and on the back end, so it doesn't matter who the grant writer is because that person's involvement would not affect the city manager's supervisory duties and responsibilities with respet to grants. Also, the city has access to free grant writing expertise, so there is no cost issue involved at all.

Yeah,like he can't see he has two eyes and is not blind. Are we supposed to do Barney Fife's work while he sets on his ass at the City Building. I think not. The City manager is his boss let him discipline him.
