Two things. First, he has a lot of control over elected officials and community leaders, because he employs them, their families and and/or their friends. I am sure any complaint from an elected official would mean immediate termination of their kin folk. Second, he is making money so the Commissioners and Council will turn a blind eye. It does not matter that many of the things he is making money on does not provide a true community service, he is making money.
