They had to bring in a helicopter with heat seeking equipment to find them. All in the name of stopping terrorism, I suspect. If it took heat seeking equipment to find him, how can you arrest him with exposure. Sounds like he was under cover of darkness. Exposure is when you are showing yourself, not trying to hide yourself. This is overkill if I ever saw it.
