18 months on, ports say air plan working

It's been 18 months since port authorities in Long Beach and Los Angeles set aside their long-standing rivalry and jointly promised bold environmental improvements in future harbor operations.

Well done. But you will have to keep after it all, and keep looking for ways to clean up the environmental problems of the joint Ports, without causing the business volumne to go elsewhere due to increased costs. So far, the Port Authorities seem to be on the right track, and making good progress, with the promise of much more to come. Congratulations.

The ships are over half the problem. Subsidizing ship owners to use low sulphur fuel (until contracts can be re-worked) could have an immediate and dramatic impact with thousands of lives saved. Why is no one addressing this possibility.
